LEE COUNTY BOARD OF SUPERVISORS
REGULAR MEETING MINUTES
MAY 6, 2024
The Board of Supervisors of Lee County, Iowa, met on Monday, May 6, 2024, at 10:00 a.m., at the County Administration Building, 933 Avenue H, Fort Madison, Iowa.
Present: Garry Seyb, Tom Schulz, Ron Fedler, Chuck Holmes and Matt Pflug
All votes are unanimous unless indicated otherwise.
The Board opened the meeting by reciting the Pledge of Allegiance.
Seyb amended the agenda adding discussion of going out for bids for the new Health/EMS Building. Moved by Schulz, seconded by Holmes, to approve the amended agenda. Motion carried.
Public Input: Holmes offered a prayer for long time Health Department employee Laurie Mullins who recently passed away. Emily Biddenstadt from the Health Department spoke on Laurie’s accomplishments while employed by the County.
Moved by Fedler, seconded by Holmes, to approve a Section 130 Crossing Safety Improvement Agreement with BNSF Railroad for crossing #078040R on 245th Avenue. Motion carried.
Moved by Fedler, seconded by Pflug, to approve raising the starting salary for an Assistant County Attorney from $85,000 to $105,000. Motion carried.
Moved by Schulz, seconded by Holmes, to approve an Agreement with Fitch and Associates for consulting services for EMS. Motion carried.
Moved by Pflug, seconded by Schulz, to approve updates to the EMS Supplement to the Personnel Policy. Motion carried.
Moved by Schulz, seconded by Pflug, to approve the ARPA Compliance Report for FY23. Motion carried.
Moved by Fedler, seconded by Schulz, to approve a letter of support to the City of Keokuk for reassignment of the Lincoln Ridge Sewer Drainage System. Motion carried.
Moved by Pflug, seconded by Fedler, to approve a letter of support for a grant application for a new shelter house in Chatfield Park. Motion carried.
Moved by Holmes, seconded by Seyb, to approve change orders 5 through 8 for the Keokuk Ambulance Building. Motion carried.
Moved by Fedler, seconded by Holmes, to approve submittal of a Geographic Name Proposal Recommendation Form to the U.S. Board on Geographic Names, approving the name of Horner Lake. Motion carried.
The Board held a discussion on going out for bids on the Health/EMS Building.
Moved by Fedler, seconded by Holmes, to approve the Consent Agenda that included the April 22, 2024 Board minutes, the claims for payment and a Class C Retail Alcohol License for Green Bay Bar & Grill, for the period April 22, 2024 through April 21, 2025. Motion carried.
Moved by Shulz, seconded by Pflug, to approve a step increase for Sharon Bullard, Custodian, from $15.43/hr. to $15.81/hr., effective 4/23/24, a transfer from part-time to full-time for Matthew Heckert, Paramedic, salary unchanged at $22.96/hr., effective 5/30/24 and a transfer from part-time to full-time for Sydney Nelson, Paramedic, salary unchanged at $22.96/hr., effective 5/22/24. Motion carried.
Received and filed the Commission of Veteran Affairs Quarterly Report for January through March 2024, the Commission of Veteran Affairs Minutes of Meeting for March 19, 2024, a Manure Management Annual Update for Dobson Family Farm in Van Buren Township, a Manure Management Plan Form for Schwartz Farms in Marion Township and the Sheriff’s Monthly Report for April 2024.
Committee Reports: Holmes reported on a Children First Board meeting.
At 11:05 a.m. it was moved by Pflug, seconded by Fedler, to adjourn the meeting. Motion carried. The next meeting will be held on Monday, May 13, 2024 at 10:00 a.m. at the Administration Building in Fort Madison.
